Police: Hempstead Man, Jacksin Rouzard, 26, Charged with Arson at Home with Three Young Children Inside

NASSAU COUNTY, NY – Nassau County Police have arrested a Hempstead man for Arson from an incident that occurred on Monday, May 11, 2015 at 10:35 pm in Hempstead.
According to detectives, Hempstead Police received a call for a disturbance at a restaurant on Main Street. Upon arrival police were met by a 46 year old male victim who stated that he was in a verbal argument with defendant Jacksin Rouzard, 26, of Hempstead, who threaten his life with a knife and then fled the store.
Jacksin Rouzard, 26, of Hempstead, was charged with Arson 2nd Degree, Burglary 2nd Degree, 5 counts of Reckless Endangerment and Menacing 2nd Degree. The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent unless proven guilty.
Several minutes’ later police received a call to the above victims’ home. The defendant had entered the victims’ bedroom, lit a roll of paper towels on fire and dropped it on the bed causing a fire. The fire was extinguished by a female resident. According to the report, the defendant then ran outside with another burning roll of paper towels, tossed it through an open window causing a blanket to catch on fire. The same female resident extinguished the second fire.
At the time of both fires, there were three children ages 2, 3 and 6 inside the home. The defendant fled the scene but was shortly apprehended and placed under arrest by the Hempstead Police Department.
Rouzard is being charged with Arson 2nd Degree, Burglary 2nd Degree, 5 counts of Reckless Endangerment and Menacing 2nd Degree. He was arraigned on Tuesday, May 12, 2015 at First District Court, Hempstead.
The fact that a defendant has been charged with a crime is merely an accusation and the defendant is presumed innocent unless proven guilty. Defendants are entitled to a fair trial with the burden on the prosecution to prove guilt beyond a reasonable doubt.
